I am sure Google have bandwidth issues at Youtube. It used to be the case that I could load a video and if it was doing so slowly I could pause it. The loading would continue and I could then watch the whole video. But now when you hit Pause loading completely stops.

Doesn’t seem to matter if you log in to Google or not. Now why would you change this unless you had problems?
Read somewhere, porn sites let you stream with ease yet the most commonly use video site can’t.

Try going through a proxy. Unless I did that YT videos would stutter and stall all the time but Vodafone, my ISP, obviously fixed something in their network and 1080p videos stream fine now.
